Declare war, vassalize, force religion in all of those you can, wait for the infamy to cool down while improving the relations with your vassals and the most annoyed powerful nations which are at the brink of or in a coalition against you, annex your vassals, attack, repeat. Always try to force religion on those smaller nations in the HRE you defeat as they will eventually be your vassals and it will thus serve you to avoid the headache of the converting the provinces and dealing with the penalty of vassal with wrong religion.
